Deputy Director – Major Programmes Commercial Team
HMRC is delivering one of the most ambitious portfolios of transformational change across Government including replatforming and transformation of its customer engagement capabilities, modernization of infrastructure across the UK’s borders, introduction of new debt and compliance management capabilities and migrating the entire workforce of over 60,000 people into 14 new regional centre offices which will operate as hubs for hybrid working. All of this is being delivered whilst the Department continues to collect tax and provide vital financial support to individuals and businesses throughout and beyond the Covid-19 pandemic.
The Department’s change programmes are delivered within relevant business areas such as the Customer Service Group, Customer Compliance Group and Borders and Trade. Transformational change is often technology-enabled and delivered via the CDIO function. Delivery across the Transformation Programme Portfolio is coordinated by the Transformation Group in terms of planning, delivery and prioritization.
Major Programmes often lack the skills and experience to secure value for money from the contracts negotiated by Commercial Directorate. Upskilling is required to ensure that (a) the drawdown of services from existing contracts is well defined in Statements of Work (b) suppliers are held to account for their delivery performance and (c) new/emergent requirements for external support outside of existing contracts are well specified.
As a result of these recognized capability gaps the Commercial Directorate has been expanded and a Major Programmes Commercial Team (MPCT) has been established. The MPCT is comprised of commercial specialists who are embedded into specific programmes and a Statement of Work (SOW) team who provide advice and support across the Transformation Programme Portfolio. The team is currently comprised of approximately 14 commercial specialists and covers all categories of spend.
This leadership role is pivotal to delivering value for money across the Portfolio and increasing the level of commercial acumen across HMRC outside of the Commercial Directorate (which is a recognised Departmental aspiration). It’s a great opportunity to make a real difference.
The ability to work effectively across a diverse group of stakeholders and breadth of subject matter is essential to effective delivery.
